Managing our performance

The current mechanisms for managing the performance of the county council's work around community safety are as follows:


Quarterly Performance Review (QPR)

The purpose of the QPR is to monitor, challenge and support the delivery of service plans to achieve the council's strategic goals and priorities.

They include an update on the implementation of actions from the last QPR and any further actions required to deliver the necessary improvements. They review performance, checking progress against targets set and revising performance targets in line with outturn performance information.

They are chaired by a board director, who takes a "challenge role" and identifies support requirements, focusing on strategic goals and priorities. Further challenge is provided by a cabinet member, a senior finance representative and a member of the performance improvement team. They are also attended by the Director, Heads of Service, the Business Support manager and other senior managers as appropriate.

Community safety related Best Value Performance Indicators, PSA targets and key community safety issues are reported to the QPR.

Corporate Safer and Stronger Communities Group

Core responsibilities are:

  • to contribute to county council inspections
  • to support the Safer Stronger element of the Local Area Agreement
  • to monitor the community safety strategy outcomes and action plans to ensure they are on target
  • to commission projects to achieve our key priorities
  • to ensure the mainstreaming of community safety
  • to oversee our work with Crime and Disorder Reduction Partnerships
  • to identify gaps in service delivery
  • to identify issues that should be addressed by the Safer Stronger Communities Board (SSCB)
  • to implement recommendation from the Board
  • to provide coordinated responses on our behalf to national, regional and local initiatives

Best Value Performance Indicators

As well as reporting on these through the QPR process, we also report annually on these national indicators to the government.

Currently these are:

BV126 Domestic burglaries per 1000 households
BV127a Violent crimes per 1000 population
BV127b Robberies per 1000 population
BV128 Vehicle crime per 1000 population
BV174 Racial Incidents recorded by the authority per 100,000 population
BV175 Percentage of racial incidents reported that resulted in further action
BV198 Drug users in treatment per 1000 head of population aged 15-44

Local Performance Indicators

We will be developing Local performance indicators as part of our action plans for individual priorities

Safer and Stronger Communities Board and Local Area Agreement

In our supporting role for the Safer and Stronger Communities Board we will be developing performance management systems for the Board and the Safer and Stronger elements of the Local Area Agreement.

ComPaSS

We contribute funding to the ComPaSS information unit which provides performance management information to the CDRPs, SSCB and LAA process. The ComPaSS unit are also providing baseline information for our action plans in order for us to set SMART targets.
