You are responsible for protecting your home or property - not the Environment Agency, your local council or the Emergency Services.
These agencies will of course help where they can, but when flooding is happening over a wide area they cannot respond to every call for assistance. If your home or property is at risk from flooding then you should take reasonable steps to protect it beforehand (most insurance policies will say something similar).
