Streetworks, roadworks, skips, scaffolds, hoardings, advertising boards and building materials that block the pavement are all considered to be causing an obstruction to pedestrians.

- A skip or scaffolding is obstructing the pavement.
- No barriers around streetworks/roadworks and building work is affecting pedestrian safety.
- Building materials are blocking the pavement.
- An advertising board is blocking the pavement.
- Banners or bunting is causing an obstruction.
It should be noted that there are certain circumstances where advertising boards are allowed. These boards must be immediately outside the frontage of the premises they advertise and can be no more than 1 metre in height and 0.75 metres in width and leave a minimum of 1.5 metres of footway for pedestrians.
