Sometimes works on the highway, or some large deliveries, require a road to be closed temporarily to general through traffic. Such closures require a temporary traffic regulation order issued by the Highway Authority.
General
- A road closure will only be permitted when there is no other safe way for the works to be undertaken.
- Unless otherwise requested, the closure must not prevent access by pedestrians, equestrians, emergency vehicles or frontages.
- The sum of £1375.00 will be charged to the applicant.
- All costs associated with the closure and diversion signing will have to be met by the applicant requesting the closure.
Applicants Duties
- As there is a legal and consultative process to be undertaken, a minimum of 6 weeks notice of the closure is required.
- To show that the road closure is necessary and that it will be effective for the minimum duration.
- To design, erect and maintain a fully signed diversion route. All temporary signs must comply with Chapter 8 of the Traffic Signs Manual.
- To keep the County Council updated with any changes in the programming of the road closure.
- To inform all frontages along the length of the road affected by the closure, of the nature and duration of the works in advance.
- To show they hold adequate insurance in accordance with statutory requirements. These insurances should take into account Section 82 of the New Roads and Street Works Act 1991.
- To pay all charges associated with the road closure when invoiced.
County Council Duties
- To make the necessary order under Section 14 of the Road Traffic Regulation Act 1984.
- Decide the most appropriate diversion route and provide plans for the applicant.
- Inform all the emergency services, County Councillors, Parish Councils and public transport operators
- Inform the media of the road closure.
- Invoice the applicant for all the charges
- Provide advance warning signs if requested at a charge of £50 per pair of signs
