What is Community Asset Transfer?
Community Asset Transfer (CAT) is the process whereby land or buildings from the County Council’s ownership are transferred into the stewardship and/or ownership of voluntary and community sector organisations or social enterprise at below market value.
Managing and taking charge of the day to day running of these facilities helps to empower local communities and can bring opportunities for greater independence and financial sustainability. When done well, CAT can create lasting change in local neighbourhoods and help enhance community cohesion
The County Council is fully committed to using council assets to form long-term partnerships with suitable voluntary sector organisations, in order to create stronger, more cohesive and more sustainable communities.

Process
When Council property becomes surplus, in accordance with Community Asset Transfer policy, it may be appropriate for the council to invite interests from parties who may wish to take on the management and running of the property as a community asset.
