Schools and high needs national funding formula (NFF) stage 2 consultations

In March 2017 the government started the second stage of consultations for the NFF it aims to introduce from April 2018.

The local authority and schools forum submitted responses on 22 March. The results are listed below:

The EFA have also published information on the potential impact (although compared to each school’s 2016 to 2017 funding) for each school. Please note as this is comparing to 2016 to 2017 prior to Northants introducing prior attainment and EAL formula factors into the 2017 to 2018 formula, this is therefore slightly out of date. In addition it reflects only the rates currently being consulted on by the government which may change as a result of the consultation responses.

Although the DSG schools block allocation for 2018 to 2019 will be determined by the NFF it will be a local authority decision on the formula and rates to be applied in 2018 to 2019.

The authority will liaise with schools and the forum on this. A presentation on this was discussed with forum on the 21st March see link below (agenda item 4). Please note Appendix B included indicative figures if the Government’s proposals on the sparsity formula factor were applied.

The possible approaches to be taken with the local formula in 2018 to 2019 will be discussed further with Forum at subsequent meetings.

It is likely that the local authority will consult with all Northants primary and secondary schools on the local 2018 to 2019 formula from September 2017. The governments decisions on the NFF will impact on this.

Information: 2017 to 2018 mainstream school funding formulae published by the EFSA

In April 2017 the EFSA published a dataset showing local authorities’ formulae for allocating dedicated schools grant (DSG) schools block funding. This is for the allocation of DSG funding for 2017 to 2018 to mainstream schools and academies in local authority areas.

These formulae determine school budget share funding for:

  • mainstream maintained schools for the 2017 to 2018 financial year
  • academies for the 2017 to 2018 academic year
