On 10 May 2018 the Secretary of State for the Ministry of Housing, Communities and Local Government James Brokenshire appointed two Commissioners for Northamptonshire County Council. 

This appointment was made following the completion of a Best Value inspection by Max Caller CBE and Julie Parker:

The report found strong evidence of systematic failure in the council complying with its duty of Best Value (Part 1 of the Local Government Act 1999).

The aim of the Best Value duty is to improve local services in terms of both cost and quality. Local authorities are required to make arrangements to secure continuous improvement in the way in which its functions are exercised, having regard to a combination of economy, efficiency and effectiveness.
